Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016: Regulation on the protection of individuals with regard to the processing of personal data and on the free movement of such data, and repealing the directive 95/46 / EC (general data protection regulation)

The purpose of this personal data information is to inform students of the policy to which CNOUS is bound to respect their Personal Data.

This charter describes the procedures for managing Personal Data concerning students, individuals, obtained during consultation or registration on the MesServices.etudiant.gouv.fr website. It only relates to the treatments for which LesCrous is responsible.

Purpose of processing

MesServices.etudiant.gouv.fr is the official website of the Cnous/Crous student life portal.
It offers access to a set of student life services offered by Les Crous.

Nature of the processing of personal data

Purpose : The purpose of the processing is to manage the student profile, thus enabling the direct or indirect collection of the personal data necessary for the digital services offered by the portal.

This processing allows students to open an account on MyServices and to have access to all of the services offered. The student account is pre-created on MyServices for all students who have registered in PARCOURSUP and must be activated by the student.
Through personal data entered in their profile (e-mail address, mobile phone number) and for any active MSE account, Les Crous reserve the right to inform about operations relating to student life (especially regarding key deadlines) in order to allow the student to fully benefit from all his rights or advantages.

Legal basis : This data processing is part of the public service mission of the Crous.
Article 6-e of the General Data Protection Regulation - GDPR :
e) the processing is necessary for the performance of a task of public interest or relating to the exercise of public authority vested in the controller

This information may passed on through :

• PARCOURSUP and NEW CALEDONIA PARCOURSUP
• FranceConnect
• Les CROUS services can update certain data at the request or upon clarification by the student.
• The student's educational institution (through infocarteCrous interfaces, DSE Service, CVEC)
• By the student with the profile creation or modification form (entry and attachment).

Use of INE in MesServices:

• The national student identification (INE) or national agricultural identification (INA), assigned through the national directory of students and apprentices identification, is used by the Regional Centers for University and School Works (Les Crous) if individuals have completed a process on one of the national service applications for students with the aim of being admitted to higher education training.
• The INE used in "MyServices" application can come from PARCOURSUP or AGLAE. 

Mandatory nature of data collection : The service requires, unless otherwise stated, the mandatory collection of data which is necessary for the management of a student profile.

Automated decision making : The student with an INE (National Student Identification) sees the activation of their account validated automatically. Without an INE, the request for activation of an account is checked and validated manually in order to verify the status of student or future students.

Concerned persons : The data processing concerns natural persons who are students

Recipients of Personal Data

Recipient categories

Depending on their respective needs, all or part of the data are recipients:

• Les Crous
• The digital services managed by the Crous: the Housing center, student social file, Master Mobility Grant, Parcoursup Mobility Aid, EPA, DAE, Izly, City U, My rental file (Ebail), Jobaviz, Lokaviz, Bed & Crous, MesRDV, Bons Plans Crous, YOOT, CVEC, Student creation competition, API Boursier, Evote.
• Digital services managed by partners: INES, UCPA, Wifirst, MyRoad, MyTroc, BuddySystem.

Data transfer outside the EU

There is no data transfer outside the European Union.

Personal Data storage

The information collected regarding access tracking are kept for one year. After this date, the collected data will be deleted.

The personal data collected for access to the services of MyServices are kept as long as the student's account is active.
Inactive accounts are kept for a period of six years for regulatory and internal control reasons. At the end of this regulatory period of data storage, they are deleted.

Security

As data controller, the CNOUS implements appropriate organizational techniques and solutions to protect personal data, in addition to load tests and security audits.

Your rights on your personal data

• The student has a general right to access, rectify and delete all personal data that have been collected as part of their registration to benefit from the digital services offered by the portal. They also have the right to lodge a complaint with the CNIL.
• The right of access is made directly by "my profile". It enables the student's personal data to be viewed.
• Concerning the right of rectification, "my profile" form allows the modification of data online when the student is authenticated. If necessary, the modifications are transmitted to the scholarship services or accommodation reservation services.
• Concerning the right of deletion and modification (identity data, INE, school history) an online assistance form allows the student to make the request. The right of deletion is conditioned by the existence of a student social file, accommodation, CVEC or any other assistance over the previous three years.

Exercise your rights with the personal data protection officer

Les Crous have appointed their regional data protection delegate and pass on all information from the Cnous delegate to students.
Les Crous Data Protection Officer receives complaints from students concerned by the processing for which the officer has been appointed and ensures compliance with student rights. He deals with these complaints or implements procedures necessary to ensure their proper processing.

For all requests to exercise rights, the student can make a request:

• via our assistance form at the MesServices.etudiant.gouv.fr portal without being logged in

The Personal Data which will be communicated to you within the framework of the exercise of your right of access will remain personal and confidential. For this reason, in order for your request for access to be taken into account, you must send the necessary elements for your identification (unless your request was made via our assistance form at the MesServices.etudiant.gouv.fr portal while logged in), namely:

• a written sworn statement by which you certify that you are the holder of said Personal Data
• and a photocopy of an identity document

Commitment of Les Crous in the processing of personal data

Les Crous are committed to ensuring that the student's personal data is :

• obtained and processed fairly and lawfully
• collected for specific, legitimate purposes and to limit their use to these purposes
• adequate, relevant and not excessive in relation to these purposes
• accessible and have a right of rectification or deletion following a request sent by post or e-mail to the above-mentioned data controller
• kept in accordance with the purposes for which they were intended. Les Crous undertake to implement the necessary means to ensure the security of data in order to prevent it from being damaged, modified, destroyed or communicated to unauthorized third parties.
